    Biography:

    Extensive experience lecturing and leading research on social policy within and outside the academy. I was awarded my PhD by Trinity College Dublin in 2005, and since then, I have specialised in political sociology, using participatory action research methods to study civil society responses to powerlessness. The philosophical foundations of most of my most recent work are rooted in the development of social policy from a life course and comparative perspective. This wide range of work is anchored in a central focus on the relationship between theory and practice in policy design.  Much of my work has looked at new social phenomena and innovative social policies or provided critical analysis of public policy as a response to social problems.

     In 2008, I secured a €100,000 grant from the Irish Research Council for the Humanities and Social Sciences (IRCHSS).  The resulting study compared how social policy for children, older people and people with disabilities is negotiated by Civil Society Organisations in the Republic of Ireland. Through this research I was recognised by the IRCHSS as a postdoctoral researcher making an impact on policy and research in my area of expertise.  
     

    I am currently working as a Research Fellow in the Irish Centre for Social Gerontology, National University of Ireland Galway, I have contributed to a range of taught programmes at diploma, masters and PhD level, while mentoring researchers and assistant researchers on externally funded research projects.  I am Co-convener of the Participatory and Deliberative Democracy specialist group in the Political Studies Association of Ireland (PSAI). I am a leading researcher on a collaborative project with Social Policy and Ageing Research Centre at TCD, using grounded theory to investigate intergenerational solidarity and justice in Ireland.






















    Research Interests

    I have almost ten years’ experience of lecturing and leading research on social policy within and outside the academy. My doctoral research provided a theoretically robust account of the implementation of gender mainstreaming, a globally popular policy, in the Republic of Ireland. This background in gender policy provides the philosophical foundation for more recent work on social policy development from life course and comparative perspectives. Training in all social science methodologies has allowed me to specialise in political sociology, using participatory action research methods to study civil society responses to powerlessness.

     

    My range of research interests in social policy is anchored in a central focus on the relationship between theory and practice in policy design. Much of my work has looked at new social phenomena and innovative social policies or provided critical analysis of public policy as a response to social problems. In 2010, I published a paper on citizenship and ageing in a leading gerontology journal, Ageing and Society. This paper lays out a programme of research which examines the implications of social policy design for citizenship in ageing societies. The paper was commended by reviewers and the editor as a significant contribution to critical gerontology. The paper also established my proposed research plan for the next five to ten years.

    Community Engagement

    Gemma provides voluntary research, social enterprise and community development support to a range of community organisations including the Galway Community Parenting Co-operative, Galway Simon Community and the Community Midwives Association. In recognition of her voluntary contribution, Gemma was elected as an honourary associate member of the Community Midwives Association.
