Biography
Charles is currently undertaking a Ph.D in the area of mental health law. His research is a comparative study of the diversion of offenders with mental health problems from the criminal justice system. This research is supported by the Higher Education Authority PRTLI fund and is supervised by Dr. Mary Keys.
Charles was a visiting scholar at the Center for the Study of Law and Society at UC Berkeley in 2010. He was a full-time legal researcher for the Law Reform Commission from 2006-2008. He was the principal legal researcher for the Commission’s Third Programme of Law Reform 2008-2014 and the principal legal researcher for the Consultation Paper on Jury Selection published in March 2010. He also writes for the Human Rights in Ireland Blog (humanrights.ie). Charles has lectured in a number of areas including European human rights law, criminal law, labour law and law for nursing students. He currently leads the Criminal Jury course on the LL.M in Public Law at NUI Galway. He was awarded a LL.M from University College London in 2005 and a LL.M in Public Law from NUI Galway in 2006. He completed a BA in Legal Science and History in 2003 and a LL.B in 2004 at NUI Galway.
