Academic Biography
Dr. Jessica Pape is a postdoctoral research fellow at the National University of Ireland, Galway. She completed her master and PhD at the department of politics and public manage¬ment at the University of Konstanz, Germany, in 2009. Jessica was working as a research fellow in an interdisciplinary and international research project on environmental policy con¬vergence in Europe and the OECD (ENVIPOLCON) from 2003-2006, which explored the impact of international trade and institutions on environmental policy convergence in 21 OECD countries. Building on extensive expert surveys and case studies, Jessica explored in her PhD the environmental performance of France and the Netherlands in the field of water quality policies in the time period 1970-2005 by analyzing the impact of national regulatory styles on instrument design and implementation procedures in the two countries.
Research Interests
Jessica’s primary research interests are in the field of environmental policy, sustainable development, implementation theories, public opinion, European Union and International Relations.

Current Research
CONSumption, ENvironment and SUStainability in Ireland
Since April 2009, Jessica is employed as a postdoctoral research fellow by Trinity College Dublin. She works as project coordinator of the ConsEnSus (Consumption, Environment and Sustainability) project, a 4 year collaborative research project involving Trinity College Dublin and NUI Galway (see
http://www.consensus.ie/). The interdisciplinary project examines four key areas of household consumption that impact negatively on the environment and inhibit our ability, both in Northern Ireland and the Republic, to achieve sustainable development: transport, energy, water and food. A set of 7 integrated work packages will address four key themes: how consumption can be measured and evaluated; how sustainable behaviours and incentives are being developed and implemented; identifying links between consumption, health and well being; and finally how matters of household consumption are being governed through institutional practice and participation. The project will provide an overview of international best practice and design recommendations for national programmes in Ireland concerning sustainable consumption and production policies, in addition to recommendations about procedures, techniques and policies for advancing sustainability at the local level.
The ConsEnSus project involves collaboration with a number of key international and national agencies and organisations, such as SCRI in the UK and BordBia and the Sustainable Energy Agency in Ireland, and will assist these organisations in their decision making by providing essential relevant and timely information and research results. One of the key outcomes of the project is the development of an All-island Sustainable Consumption Research Network (SCRN). The ConsEnSus project is funded by the Science, Technology, Research and Innovation for the Environment (STRIVE) Programme 2007–2013. The programme is financed by the Irish Government under the National Development Plan 2007–2013. It is administered on behalf of the Department of the Environment, Heritage and Local Government by the Environmental Protection Agency (EPA) which has the statutory function of coordinating and promoting environmental research.
