The Human Resources Office exists to help create an environment within which the University can recruit, retain and develop its human resources. Within the selection process this role is focused on ensuring that decisions are systematic and objective. This can be best achieved by the H.R. Representative assisting assessment panels focus on the need for objectivity and advising on points arising from procedural matters, legal requirements and equality issues. In this sense the Human Resources representative on selection panels acts as guardian of the process.
Therefore, the Human Resource function must act as a guardian of the process and a HR Representative may attend interviews from time to time, for advice and to check for consistency of practice. However the role will normally be that of an internal consultant and a member of the HR Office will be available to assist with procedural and legal issues which may arise as well as to assist with the application of best practice.
The decision as to who should or should not be appointed is both significant and difficult and must be taken within the framework of a robust selection procedure.
Individual panel members must therefore be familiar with the procedures and with this legal requirement involved in selection. Ideally all members of selection panels should have received training in selection techniques. Minimally the panel Chairperson will be responsible for ensuring that policies and procedures are adhered too. He/she will also ensure that appropriate records have been kept.
The HR Office will ensure that all staff have access to appropriate training. Courses will be held on a regular basis. In addition a cadre of trained individuals will be available to act as chairpersons on recruitment panels. In the case of academic appointments this will normally be the Dean. In the case of other appointments this will be individuals nominated from all sections of the University.
