Natalya Pestova is a doctoral candidate at the Irish Centre for Human Rights. She holds the LL.M. degree in International Human Rights from the National University of Ireland, Galway, and a degree in Jurisprudence from the Moscow State Law Academy. Previously she worked as a lawyer for Russian government agency and as a lecturer in law at the Vyatka State University of Humanities in Kirov, Russia. Currently Natalya is involved in the project work on advocacy and positive integration of migrant communities in Ireland. Her academic interests are economic, social and cultural rights and the challenges of their implementation through the interdisciplinary perspectives of governance, development and management of natural resources.

Application of the
rights-based approach to access to drinking water at the level of local
government
Her research addresses the utilization of the human rights-based approach to water service delivery at the level of local government. There is a common agreement that local municipalities bear human rights responsibilities along with the national governments. Still there is a very poor understanding of the status of local governments as human rights actors. The aim of the dissertation is to achieve a better understanding of the roles and responsibilities of the municipalities as duty-bearers with respect to the right to access to drinking water. The perspectives and challenges of the application of the rights-based approach at the local level shall be explored based on the practices documented by the civil society, United Nations Human Rights mechanisms, national courts and research institutions.
