André Gubbels is Inspector General in the Walloon Agency
for the Integration of People with Disabilities (AWIPH) in Belgium.
The Agency was established by the Walloon Region in 1995 to provide
a strong focus on disability issues across the Walloon Government.
Formerly, he has been Principal Administrator in the Disability
Unit of the Directorate General for Employment and Social Affairs
of the European Commission (1997 -2002). He has also been Deputy
Chief Cabinet Officer to the Belgian Minister for Health and Disability
Policy (1988-1994) and Administrator in the Belgian Department
of Labour (1983-1987).
Within the Agency, he is responsible for overseeing the Regional
programme of inspection, evaluating the quality of disability services
experienced by users and carers and for monitoring the implementation
of the Walloon Government policy for training, employment, counselling
and care services for people with disabilities.
He graduated in law at the University of Liège and edits
a law review which focuses on Belgian disability legislation.
