Tributes to Professor Kevin Boyle
Kevin Boyle, who died on Christmas Day following an illness, was the first full-time Professor of Law in UCG, as it was then called. He was appointed in 1978 and stayed until the end of 1986, when he took leave of absence in response to an invitation to set up the international freedom of expression organisation, ARTICLE 19, in London. While in Galway, he established the B.A. in Legal Science, developed the evening LL.B. and the LL.M. by research, and was involved in many research projects both national and international. He established (with Denny Driscoll) the Irish Centre for Human Rights in 1980 and engaged in a number of human rights projects including an extensive review of the “Pass” laws in South Africa. He also initiated and took cases such as Dudgeon v UK and Purcell v Ireland to the Court of Human Rights/ European Commission.
Many graduates have fond memories of studying in Galway at that time and have expressed their wish to pay tribute to him. This page therefore is dedicated to the memory of Kevin and invites tributes to him, memories and reminiscences from those who knew him and photographs of his time in Galway. Launch of Housing Law and Policy Book
A new book, 'Housing Law, Rights and Policy' by Dr Padraic Kenna was launched by the Minister for Housing and Planning, Mr Willie Penrose TD on the 24th May 2011 and hosted by the Iveagh Trust. Pictured (l-r) are Mr. Willie Penrose, Minister for Housing and Planning, and Dr. Padraic Kenna (author).
Housing Law, Rights and Policy provides the first comprehensive reference and critique of the legal and policy elements of the Irish housing system. The book examines the development of the Irish housing system, including contemporary policy perspectives. It also outlines and evaluates the law, rights and policy in relation to older people, people with disabilities, homeless people, State housing finance, private mortgages, housing rights, planning, housing standards, building regulations, local authority housing, private rented housing, apartments, multi-unit developments and estates, housing associations and co-operatives, rural housing and EU housing related law.
Housing Law, Rights and Policy contains all relevant and up-to-date legislation, housing related case-law, government and other policy reports and human rights decisions. The housing elements of the Land and Conveyancing Law Reform Act 2009, Housing (Miscellaneous Provisions) Act 2009 and Civil Partnership and Certain Rights and Obligations of Cohabitants Act 2010 are examined. It is an essential reference for all lawyers, law-makers, public officials, politicians, academics, students, policy-makers and social policy analysts. It provides vital information for housing related professionals, such as planners, housing managers, estate agents, architects, engineers, surveyors and others.
At the launch Dr Kenna said: “Housing in Ireland is still big business. But whatever the reasons for the global and Irish financial crisis, and the failure to regulate housing finance was certainly a significant part of it, the lines of combat in this new Cold War are taking place at individual and household level. Today, we need a balance in our housing law and policy. Do we now need a new set of representative national organizations of mortgage consumers, social housing tenants, and those who require adequate and affordable housing at Irish and EU level, to complement the public interest law champions - FLAC and New Beginning? There is also an urgent need to re-evaluate what housing law and policy is actually about. Housing and mortgage law must be more than the means of repaying irresponsible loans from international financial corporations. It must be more than disparate pieces of legislation, cases, policy reports and media commentaries on the state of the market. Housing as a means of personal, social and community development must be given a legal status. Indeed today, the Irish State itself is being viewed in a new role - defending the right to a home and protecting citizens from the power of global financial corporations. We also need to address the major dissonance between good policies and housing law in its broadest sense. Can we effectively translate Irish State and EU policies on affordability, consumer and housing rights protection, social inclusion and sustainable communities into binding legislation? Housing Law, Rights and Policy brings together for the first time all the legal and policy approaches which could inform a new paradigm in Irish housing”.
