A promotional scheme designed to recognise the academic contribution of Consultant clinicians to the Medical School and its students was introduced in 2008. This scheme [hereinafter called the previous scheme] has been reviewed in the context of models used in other Medical Schools and of the operation of the scheme to date and has been replaced in total by the scheme described below [hereinafter the new scheme - attached here].
The new scheme provides structured promotional access to Honorary Associate Professor and eventually to Honorary Professor, in the case of individuals where excellence can be acknowledged across a range of academic achievement.
The review was completed by a Committee of HSE and Medical School colleagues, and formally recommended by the Executive Board of the Medical School for circulation to the wider community of Consultants for consideration before being finalised in October 2011 by the Academic Council of the University. The new scheme comes into effect therefore for honorary appointments approved after October 4th, 2011.

General Features of the New Scheme: The purpose is to recognise, reward and foster the academic engagement of senior clinicians in support of the mission of the Medical School through a suite of honorary academic appointments. The criteria are those which apply in all academic appointments and promotion schemes; - the recognition of teaching, research and service to community – including in this case the healthcare and the academic community.
· The scheme features three levels of appointment as opposed to the two-layer scheme which it replaces. Three levels of appointment are provided, along with a pathway of progression through these levels as follows ( Please refer to detailed description, criteria and expected outputs in Part 2):
i Honorary Senior Lecturer; foundation level; - available to all qualified physicians on application.
ii Honorary Associate Professor; promotional level 1 – recognition of significant contribution and standing in line with professorial appointments
iii Honorary Professor; highest promotional level - recognition of exceptional contribution and standing
The appointment is made within this framework in recognition of the professional career to date and the contribution to the Medical School. Subject to the detailed conditions applied to appointments at each level and the conditions for re-appointment described below, honorary appointments are based on the following general criteria: -
i Contributing to the teaching and/or research programme of the school as agreed with the Head of School (or nominee) in the form of a Personal Academic Plan
ii Continuing in office as a permanent whole-time Consultant, or equivalent post as set out above. Otherwise he/she shall thereby be deemed to have resigned from the post.
iii Being of good conduct
· These titles are to be used strictly according to formal protocol (Part 4)
· Notwithstanding that appointments may be made for specific terms as set out herein, honorary appointments shall lapse in all cases when the appointee shall have attained the age of sixty-five years, unless a specific extension is approved by the Medical School or the University Promotions Board as appropriate.
· Appointments at professorial level are for a 5-year fixed-term and may be renewable; - subject to a successful re-application demonstrating clearly how the candidate, in the course of the term now lapsing, has achieved the criteria, achievements and outputs set out in their Personal Academic Plan which was agreed at the outset with the Head of School or their representative [e.g. the discipline Professor or Head].
· Titles will lapse at the end of their term, on retirement /resignation from the associated clinical post or on notified withdrawal by the appointee from service to the School.
· Following a successful application (refer Part 3), the appointment is made by the President of the University or their representative.
· External peer review of applications for the professorial grades is considered to be an essential feature of the process and is ensured in the evaluation process which is outlined (Part 3).
· While the three areas of academic endeavour set out in the first bullet above will be evaluated, applicants will stipulate in which one of the two areas of education or research they wish to be primarily evaluated for professorial appointment. This will receive weighting as the primary category Part 3)
· The new scheme does not carry an individual stipend. Those appointed under the previous scheme however, who currently receive a stipend may transfer on application to the new scheme at the appropriate level, for the purpose of seeking promotion within it. Only individuals who received a stipend under the previous scheme are eligible for payment of a stipend under the new scheme.
· Promotion to the next level is only available through the new scheme, - individuals at the level of Honorary Senior Clinical Lecturer, who wish to be considered for promotion must apply within the new scheme for promotion to Honorary Associate Clinical Professor.
· Entitlements normally provided to University staff such as library, email, and triennial travel grant will apply.
· Applications are accepted for a specified appointment at the level of Lecturer, Associate Professor or Professor. In the event that an application is unsuccessful the applicant is entitled to feedback and to re-apply within a timeframe not shorter than 2 years later.
