Over the past two decades, the health policy of successive governments in Ireland and other EU countries has been to focus service provision on people who experience serious mental health problems. Policy endeavours led to the publication of “Vision for Change” (DoHC, 2006). A recovery approach should inform all aspects of service delivery with service users as partners in their own care (DoHC, 2006). This new vision commits to new initiatives including development of the community service sector.
