Biography

Kathleen Cavanaugh is currently a Lecturer of International Law in the Faculty of Law, Irish Centre for Human Rights (ICHR), National University of Ireland, Galway.  She holds a PhD in Comparative Politics from the London School of Economics & Political Science (1997) and a LL.M (Distinction) from the Queen’s University of Belfast, Northern Ireland (1998). She has held several Visiting Lectureships/Fellowships at: the Centre for Socio-Legal Studies, University of Oxford (2006-7); the EIUC Centro Interuniversitario Europeo per i Diritti Umani e la Democratizzazione (2002-to date) and at the University of Notre Dame (Indiana USA, 2012).   Her work lies at the intersection of politics and law in the field of socio-legal studies.  The point of departure for her work is that law must be read within the political, economic and culture of society. It is an approach that straddles two distinct disciplines-politics and law-and is underpinned by the hope that her work, as well as that of others in the Law & Society field, can begin to open up new ways of understanding how to read and interpret the law. Her areas of expertise include: the study of nationalism, ethnic conflict, political violence, applicable human rights laws in entrenched/states of emergency, narratives on Islamic and international law, freedom of religion and militant democracy.  Recent publications include Minority Rights in the Middle East (OUP, 2013) which includes case studies on Iraq, Syria and Lebanon and “Narrating Law” in Emon, Ellis and Glahn (eds.) Islamic Law and International Human Rights Law (OUP 2012). In 2013, she was awarded a two year Leverhulme/British Academy of Sciences grant to undertake field work on Militant Democracy. The project legally audited pre-emptive security measures in Turkey and how this empirically has played in the post 2002 AKP election. For over 20 years, she has worked with international and local based human rights NGOs including Amnesty International, CAJ, ACLU and various UN bodies. Membership of professional (and relevant) bodies include: Member of the Board of Directors of Amnesty International (USA) (2012-2015); former Chair of the Executive Committee of Amnesty International (Ireland) until 2011, member of the International Policy Committee of Amnesty International, member of ACLU, and consultant to a number of UN bodies (including POGAR, and UNDP).  As a consultant, she has undertaken missions for Amnesty International to Northern Ireland, Israel/Palestine and Iraq.  She has also conducted trainings for governmental as well as non-governmental organisations throughout the Middle East (Yemen, Jordan, Egypt, Morocco, Syria, Israel/Occupied Territories, Lebanon, Iran and Sudan), India, and the Republic of Ireland.
