Biography

Stephen is a Lecturer in Economics (Health Economics and Ageing) at NUI Galway and is now a Visiting Research Fellow at the London School of Hygiene and Tropical Medicine, having previously been a Research Fellow there (Sept. 2014 - Nov. 2016).

Stephen's primary research interests are in health economics and micro-econometric methods. 
Stephen is particularly interested in translating methods from other fields within economics and from disciplines such as biostatistics, epidemiology,  political analysis and sociology, to the health economics domain.

His current research focuses on the rigorous application of novel techniques to important problems within health economics. This research seeks to address issues such as (1) accounting for unobserved confounding (endogeneity) in observational data, (2) assessing and improving the external validity of estimates based on trial data used in conjunction with observational data, (3) estimating heterogeneous and individualized treatment effects (4) using 'Big Data' and Machine Learning methods to improve the modelling of health data and (5) using insights from the Causal Mediation literature to enhance the usefulness of decision models.
Stephen is also interested in the use of economic theory to explain observed health behaviours. He is particularly interested in research topics relating to asthma, cancer,
obesity and diabetes. Stephen is keen to collaborate on these, and other, research topics and is very keen to supervise PhD students. Potential students can discuss topics of potential interest by emailing him at: stephen.oneill@nuigalway.ie.

Stephen completed a first degree in Economics at University College Dublin followed by a Masters in Economic Policy (Evaluation and Planning) and PhD in Economics at National University of Ireland Galway (NUIG). In the course of his doctoral studies, he spent 8 months as a visiting research student at University of California, San Diego (UCSD). He has undertaken post-doctoral research at NUI Galway estimating the costs associated with refractory asthma, and at the London School of Hygiene and Tropical Medicine contrasting a range of methods for the evaluation of health policies and treatment effects.

Along with Prof. Owen O’Donnell (Erasmus University Rotterdam), Prof. Tom Van Ourti (Erasmus University Rotterdam) and Dr. Brendan Walsh (Economic and Social research Institute), Stephen is the author of conindex, a command for the Stata statistical package, which computes a variety of inequality measures, including the concentration index and Gini coefficient.
