What role does Údarás na hOllscoile play?
In practice the primary responsibility of Údarás na hOllscoile is to guide the strategic direction of the University. To this end, at least one full meeting per year should be entirely devoted to a detailed review of the Strategic Plan, its financial forecasts and the annual operating plan. Monitoring implementation of the strategic plan and its progress should be key elements in the agenda for other scheduled meetings of the Údarás.
To ensure that this can be done effectively, performance targets, measures and success criteria should be built into the Strategic Plan and the Annual Operating Plan. These should be well defined, measurable, achievable, realistic and timely. The results of monitoring against the key performance measures, as indicated in the Strategic Plan, should be reported to the Údarás on a regular basis and include explanations for any significant variances from the targets. Where results of monitoring show performance is off target, it will be the duty of the President to indicate what corrective actions are to be taken.
As required under Statute, the President shall prepare and submit to Údarás an Annual Report on the state of the University.
It is the responsibility of Údarás na hOllscoile to ensure that a robust system of risk management is in place in the University and that the risk assessment and management process is integrated into existing management systems.
1. Legislative Context for Údarás na hOllscoile
Údarás na hOllscoile of National University of Ireland, Galway (the University) was established under the Universities Act, 1997 and is the direct successor of the Governing Body established under the founding Charter of University College Galway (1908). Among the main functions of Údarás na hOllscoile are the appointment of the Chief Officer (President), determination of policy and strategy and the control and administration of all lands and properties of the University.
2. Functions of Údarás na hOllscoile
The Universities Act, 1997, provides that the functions of Údarás na hOllscoile shall be as follows, in pursuance of the objects of the University under Section 12 but within the constraints of its budget under Section 37: -
(a) to control and administer the land and other property of the University,
(b) to appoint the Chief Officer and such other employees as it thinks necessary for the purposes of the University,
(c) subject to the Act and its charter, statutes and regulations, to determine the membership from time to time of the Údarás nahOllscoile, and
(d) to perform such other functions as are imposed on it by or under that or any other Act or by its charter, statutes and regulations.
