Biography

Dr Sheila Garrity is a Lecturer with the School of Education in the College of Arts, Social Sciences and Celtic Studies. She is the Academic Director of the BA Honours Degree in Early Childhood Studies & Practice and the MA Early Childhood Studies, delivered through the Centre for Adult Learning & Professional Development at the University of Galway. Dr Garrity lectures on a number of modules in these courses and also supports the lecturing team within the programme. 

Dr Garrity is also a Senior Researcher with the UNESCO Child & Family Research Centre. As part of this role, Dr Garrity contributes to research projects, and supervises Doctoral students based in the U-CFRC. Dr Garrity was Principal Investigator of the recently completed action research project: Investigating the Establishment of Staffed Local Childminding Networks in Ireland. This project is part of the National Action Plan for Childminding, delivered through the Department of Children (DCEDIY).  Further, Dr Sheila Garrity is currently an International Partner, in the Queen Maud University led research team, in the evaluation of quality of ECEC provision, in the Norwegian context. The KUMBA study aims to "test, modify, and evaluate existing Norwegian quality assessment tools, and through this process, construct a new quality assessment system which will include both ECEC staff's and children's perspectives".  The three year study, funded by the Norwegian government, commenced in the autumn of 2021.

Dr Garrity's professional expertise is sought after from groups and organisations at a national level and international levels. She is the Minister for Children (DCEDIY) nominee to Council, National Council for Curriculum and Assessment. In the autumn of 2023, she was appointed to the Minister for Education's Early Learning and Childcare Advisory Group, in the Province of Newfoundland and Labrador, in Canada. As Chair of PLÉ, Sheila is a member of the Department of Children's (DCEDIY) Minister's Stakeholders' Group. She has acted as the 'External Expert' on interview panels for the Department of Education, the Department of Children and Youth Affairs, and as part of a review of the Early Years Education Focused Inspections. In addition, Dr Garrity has acted as an External Examiner for many under and post graduates degree courses in the ECEC field in Ireland.

During the recent global pandemic, Dr Garrity and colleagues trialed and evaluated a model of fully online teaching and learning. The report on the CALPD Model of Fully Online Teaching & Learning can be viewed here: https://aran.library.nuigalway.ie/handle/10379/17428.

Dr Garrity was the Principal Investigator of an evaluation of childcare services in Co. Mayo, funded through TUSLA the Child & Family Agency.
