Joint ICHR/CDLP submission to the General Discussion on Article 11 of the CRPD

On 14 February 2023, the Irish Centre for Human Rights and the Centre for Disability Law and Policy made a Joint Submission to the Committee of the Convention on the Rights of Persons with Disabilities (CRPD) ‘Draft General Comment on Persons with Disabilities in Situations of Risk and Humanitarian Emergencies (Article 11 of the Convention on the Rights of Persons with Disabilities)’. During armed conflict, natural disasters, and humanitarian emergencies persons with disabilities face a heightened risk of exclusion from access to humanitarian protection on an equal basis with others. In particular, this submission calls for urgent clarity on forced displacement and forced migration in the context of Article 11 of the CRPD.
